DC Toko Babu has ordered organisers to apply at least 5 days ahead for events, rallies or processions in Itanagar Capital Region, with NOCs from Police, Traffic Police and IMC. The order cites traffic disruption and unhygienic venues from last-minute, poorly planned gatherings.
